Framing the ICT Sector Landscape: Challenges, Opportunities, and the Way Forward

AmCham Bangladesh, in collaboration with the U.S. Embassy, hosted a Focus Group Discussion with ICT sector leaders at the EMK Center, Gulshan, to review the policy and regulatory challenges in Bangladesh’s digital economy.

The conversation highlighted growing concerns around the newly gazetted Personal Data Protection Ordinance (PDPO) and National Data Governance Ordinance (NDGO)—including data localization mandates, unclear compliance requirements, and the potential impact on foreign investment, service continuity, and overall ease of doing business.

Senior representatives from leading U.S. and multinational technology firms—including Augmedix BD Limited, Citibank, Cisco Technology Bangladesh Limited, Google, Mastercard, Meta, Oracle, Pathao, PwC, Shebanet, Uber, and VISA shared their insights on investment climate risks, gaps in stakeholder consultation, and the need for predictable, innovation-friendly regulations.

The session was moderated by Mr. Paul Frost, Commercial Counselor, U.S. Embassy Dhaka. Officials from the U.S. Embassy’s Economic and Commercial departments also took part in the discussion.
